Ocean Wind 1: Notice of Public Hearings

TAKE NOTICE THAT THE DEPARTMENT OF ENVIRONMENTAL PROTECTION has decided to hold public hearings in response to the submission of the Coastal Area Facility Review Act (CAFRA) Individual Permit, Waterfront Development Individual Permit (in-water), Coastal Wetlands permit, Freshwater Wetlands Individual Permit, and Flood Hazard Area Verification permit application for Orsted’s Ocean Wind 1 project to construct near shore and onshore components associated with the development of a commercial-scale, offshore wind energy facility within Lease Area OCS-0498 off the coast of New Jersey.

The Department’s file number for the application is 0000-21-0008.2 LUP220001.

The project includes up to 98 wind turbine generators, inter-array cables, up to three offshore substations, two onshore substations, and two transmission cables making landfall in Ocean County, NJ, and Cape May County, NJ. The project will be located in Berkeley, Ocean and Lacey Townships within Ocean County, and in Ocean City and Upper Township within Cape May County.

The Project would contribute to New Jersey’s goal of 11 gigawatts (GW) of offshore wind energy generation by 2040 as outlined in New Jersey’s Governor’s Executive Order No. 307, issued on September 21, 2022. Further, the Project is intended to fulfill the New Jersey’s Board of Public Utilities (BPU) September 20, 2018, solicitation for 1,100 megawatts (MW) of offshore wind that was awarded to Ocean Wind, via the New Jersey BPU on June 21, 2019 (BPU Docket No. QO18121289).

The scheduled public hearings will consist of two (2) virtual hearings and one (1) in-person hearing.  The scheduled two (2) virtual public hearings will be held on Wednesday December 7th, 2022 from 9 am to 12 noon and on Monday December 12th, 2022 from 5 pm to 8 pm.  The scheduled in-person public hearing will take place at Hammonton High School, 566 Old Forks Road in Hammonton, New Jersey on Thursday December 15th, 2022 from 6pm to 9pm.

Members of the public may participate in the hearing via video conference or by telephone. Those who wish to participate can access the link and call in information for the virtual hearings by visiting the “News & Notices” section of the Division of Land Resource Protection’s webpage at https://www.nj.gov/dep/landuse/ or the Department’s Offshore Wind webpage at https://dep.nj.gov/offshorewind/.  Those planning to offer comments at the hearing may sign up to do so during the hearing.

The Application can be reviewed by prior scheduled appointment at the Department’s Trenton Office or by requesting an electronic copy of the application by contacting https://www.nj.gov/dep/opra/opraform.html  as part of an OPRA request submitted to the Department’s Trenton Office.

The Department of Environmental Protection welcomes comments and any information that you may provide. During the COVID-19 pandemic and the remote work environment, the Department encourages the submission of written comments electronically within fifteen (15) days of the close of the December 15, 2022 public hearing at www.nj.gov/dep/offshorewind/comments.html.  Comments may also be submitted to the New Jersey Department of Environmental Protection, Division of Land Resource Protection, P.O. There is no need for duplicate electronic and hard copy submissions. All comments submitted will be maintained by the Department.

Please be advised, the Waterfront Development Individual Permit and Flood Hazard Area Verification portions of the application remain technically deficient per the Division of Land Resource Protection’s issued October 19, 2022 deficiency letter.  A separate notice will be published in the DEP Bulletin once these applications have been declared complete for review.
