Urge NOAA to Reject Proposed Vessel Speed Restrictions in the Gulf of Mexico

NOAA is considering a 10-knot (11 mph) speed restriction throughout the eastern Gulf of Mexico that would effectively shut down a massive area of the ocean to all boating.
